State Route 104 Bridge over Oswego River

 

The Route 104 Bridge Rehabilitation Project began on April 1, 2008, and is expected to be completed by December 1, 2008.

RT. 104 BRIDGE DETOUR ROUTE

New York State Department of Transportation and officials from the City of Oswego have worked diligently to come up with the best viable detour route for the 2008 bridge rehabilitation project.

Below are the designated detour routes; nothing prohibits motorists from traveling alternate routes.  However, traffic signals will be timed for the detour route and not for alternate routes.  Traffic signals will be added at Rt. 104 and W. Eighth Street and at          W. Utica Street and W. Eighth Street to assist motorists in traveling between Rt. 104 and W. Utica Street.  Signage will be added through out the detour route and on some side streets to direct traffic through the detour and to restrict parking during the construction period.

 

FOR EASTBOUND TRAFFIC

All eastbound traffic traveling into the City of Oswego on Rt. 104 will be directed to turn right (south) onto Hillside Avenue.  Note: Hillside Avenue will be one way from Rt. 104 past Turrill Street for southbound only (Traffic exiting Turrill Street will have to turn left (south) onto Hillside Ave.). From Hillside Avenue, traffic will turn left (east) onto W. Utica Street.  Traffic will then travel east on W. Utica Street, over the Utica Street Bridge and then turn left (north) onto East First Street.  The detour will end, when traffic turns right (east) back onto Rt. 104.

FOR WESTBOUND TRAFFIC

All westbound traffic traveling into the City of Oswego on Rt. 104 will be directed to turn left (south) onto East First Street and then right (west) over the Utica Street Bridge.  Traffic will travel west on W. Utica Street and will turn right (north) onto W. Fifth Street.  Note: W. Fifth St. will be one way from W. Utica St. to W. Mohawk Street for north bound only.  Traffic will travel north on W. Fifth Street and the detour will end when traffic turns left (west) onto Rt. 104.

BY-PASS

To help alleviate traffic congestion during the bridge construction, New York Department of Transportation will have signage posted for alternate routes outside the City of Oswego.  Signs will be posted in Hannibal at   Rt. 3 and Rt. 104 and in Mexico at Rt. 3 and Rt. 104. These signs will state, “Rt. 104 closed over Oswego River – Alternate Route.”

To help you better prepare for the anticipated traffic related issues during the “Bridge Project”, The Oswego City Police Department has developed a list of items that you should consider.

DO

DO: PREPARE FOR DELAYS
                Expect delay of 15-30 minutes or more during peak travel times

DO: PREPLAN YOUR ROUTE
                Familiarize yourself with alternate route prior to the start of the project

DO: USE ALTERNATE TRANSPORTATION
Effective use of Public Transportation, School Buses, and carpooling will significantly lessen the number of motor vehicles on the roadways.  Additionally, it may be a good time to consider walking or biking to and from your destinations.

DO: YIELD TO EMERGENCY VEHICLES
When an emergency vehicle is approaching, the rule of the road is to move as far to the right as is safely possible.  You may also be directed to move otherwise by an officer who may be attempting to clear a lane for safe passage of the emergency vehicle.

DO: BE CAUTIOUS OF PEDESTRIANS
With an anticipated increase in pedestrian and bicycle traffic, so will the need for heightened awareness.

DO: SCHEDULE YOUR DELIVERIES
If possible it would be easier for everyone if regular deliveries could be scheduled around the peak traffic hours.

DO: PAY ATTENTION
Many new traffic regulations including traffic signals, parking restrictions and signage will be in effect during the construction period.

DO NOT

DO NOT: BLOCK INTERSECTIONS
It is a violation of New York State Law, and will severely hinder the traffic flow if vehicles are “caught” in the middle of an intersection when the light turns red.  Make sure that you can safely pass through the intersection before you enter.

DO NOT: EXPECT AN OFFICER AT EVERY INTERSECTION
Police Officers will be available during peak traffic hours to assist with traffic problems such as blocked intersections, emergency vehicle passage and motor vehicle accidents, but for the regular flow of traffic, we will be relying on the specifically timed cycles of the traffic signals.

DO NOT: GET FRUSTRATED
There will be times where your wait will be made longer by minor traffic issues that may arise.  You may also face instances where you will be directed by police to travel in a direction that you were not intending.

DO NOT: CUT CORNERS
Trying to avoid an intersection by “cutting” through a parking lot is not only a violation of law, but is also very dangerous.

HELPFUL DEFINITIONS:

No Parking means that you may only stop the vehicle long enough for, and while actually engaged in, the loading or unloading of merchandise or passengers.

No Standing means that you may only stop the vehicle long enough for, and while actually engaged in, receiving or discharging passengers.

No Stopping means that you may only stop the vehicle to avoid conflict with other traffic (vehicle, pedestrian or otherwise) or at the direction of a police officer or other traffic-control sign or signal.

MAJOR PARKING RESTRICTIONS:

Some of the major parking restrictions that will be in place during the “Bridge Project” include, but are not necessarily limited to:

No Standing on the west-side of 5th Avenue between State Route 104 and West Utica Street.

No Stopping on the east-side of 5th Avenue between State Route 104 and West Utica Street.

No Stopping on either side of West Utica Street and the Utica Street Bridge from East First Street to Hillside Avenue.

No Parking on the west-side of West 8th Street between West Bridge Street and West Utica Street

No Stopping on the west-side of West 1st Street between West Utica Street and West Mohawk Street.
 
OTHER NOTABLE CHANGES:

The flashing traffic signals located on West Bridge Street at West 8th Street and on West Utica at West 8th Street will be changed to fully functioning (Red, Yellow Green) traffic signals to help facilitate north-south traffic flow.

Travel under the State Route 104 Bridge via Riverwalks East and West will be prohibited during the project.

There will be no watercraft traffic allowed under the State Route 104 Bridge on the west-side of the river during the project.

Shuttles will be provided by Centro of Oswego to help facilitate travel across the river.
