Oswego Empire Zone Oswego Empire Zone Application The goal of the The Empire Zone Program is to maintain and increase Oswego's economic vitality. The City of Oswego Community Development Office works cooperatively with Operation Oswego County to administer Oswego's New York State Empire Zone (EZ). Oswego's EZ features a full service industrial park within view of Lake Ontario. Operation Oswego County also operates a 20,000 square foot Business Expansion Center. The Oswego County Business Expansion Center provides low cost space for new start-up businesses, as well as support services for tenant business. Oswego's Empire Zone welcomes qualified businesses with a wide array of enticing benefits and incentives, including unlimited free water for three years. The two square mile EZ - a blend of commercial and retail and industrial properties - is home to the 57 acre Oswego County/Lake Ontario Industrial Park, a business incubator and "shovel ready" development sites. Many sites are located on Oswego's 12-mile waterfront. Also, a second industrial park, the Independence Industrial Park, is located in an expanded island of the Oswego Empire Zone in the Town of Scriba. This unique site offers excellent opportunities. A 1000-megawatt gas-fired co-generation plant is adjacent to the site. Lots can be configured to meet the needs of a manufacturing firm. Among the local benefits that businesses may enjoy in the EZ are: investment tax credits, power rate reductions and exemptions, telephone rate reductions, real property tax abatements, mortgage tax abatements, and sales tax abatements. New York State provides tax credits for new employees, investments in tangible property, and for sales taxes paid on tangible property. Economic State Development also provides grants for employee training programs and facilities. The City of Oswego's Community Development Office and Operation Oswego County co-administer the Oswego EZ. Oswego's experienced development team works with county, state, and federal agencies supporting industries providing technical assistance and financial packaging, employment training and placement, technology and research, certification, site location and evaluation, zoning, permitting, and relocation. The City of Oswego is located in one of the most economically strategic points in the Northeast and at the heart of the nation's richest markets. An excellent transportation network - including rail service, highways, an international port, and the NYS Barge Canal System - makes it convenient and affordable for businesses to deliver their products to these markets.
