Housing Rehabilitation Program

The program offers rehabilitation of existing single family owner-occupied homes in the City of Oswego. Department inspections determine the extent of repairs to be made. Heating, plumbing, electrical, roofing, carpentry, masonry, insulation, replacement windows & doors and exterior painting are examples of rehabilitation work accomplished through the program.

Program Goals

Provide deferred grants to families with low to moderate income who own and live in a single family home. Upgrade and maintain Oswego’s housing stock.

The City of Oswego will offer 100% grants to eligible low  income homeowners of single family homes on a citywide basis. Preference will be given to the elderly and disabled and people who have never participated in the program. The objective of the program is to rehabilitate the homes with maximum grants of $25,000 to provide safe, decent and sanitary housing which will meet at a minimum Section 8 Housing Quality Standards when completed. The maximum cap on assistance does not mean that every applicant will receive the maximum amount of assistance.

Eligibility & Income

  To qualify for assistance under this program, the following conditions must be met:

  • Property must be owner-occupied single family dwelling
  • Property must be within the City of Oswego
  • Applicant must provide proof of ownership (copy of Deed).  Homeowner’s with life use are eligible.  Homes owned on land contract are not.
  • Property taxes (city, county, school) and water & sewer fees must be current.
  • Homeowner must provide proof of current property insurance.
  • Household income must fall below 60% of the area median income for family size as established by the HUD HOME Program limits.

Recapture

Recapture period for the grants will have a 5 year decreasing term and will be secured by a UCC-attachment of real estate recorded in the County Clerk’s Office.  Minimum investment per unit is $1,000.  Maximum per unit is $25,000.
