Full executive and administrative authority is vested in the Mayor who is elected at-large for a four-year term. The Mayor presides over the meetings of the Common Council and appoints regular and special committees of the Common Council. The Mayor is eligible to vote only in case of a tie, but he may be heard at all times. He may veto all Common Council actions, including line items within a budget resolution, and his veto may be overridden by two-thirds of the whole membership of the Common Council. The Mayor is also Budget Officer for the City of Oswego. The Mayor’s duties are set out in the City Charter. It is his duty to administer all city departments, to establish rules, regulations and procedures for them and to see to it that all local laws, ordinances, applicable state and federal laws and all lawful Council determinations are faithfully executed. He is responsible for the supervision of all city employees and all city departments. He shall sign all deeds and contracts made and entered into by the city. The Mayor shall appoint a full-time Executive Assistant and his personal secretary as well as the City Attorney and the City Clerk.
